Soot and dust, hydrogen chloride, SOx, dioxins, and heavy metals contained in the exhaust, wastewater, and incineration ash are subject to regular measurement to keep their levels within their respective limits specified in the emissions standards. An automatic measuring system continually monitors soot and dust, NOx, hydrogen chloride, etc. in the exhaust.
The measuring results are made available to the public by the operation councils for individual incineration plants, consisting of local residents and other parties, from the website of the Clean Association of TOKYO 23 and from the incineration plants.

Levels of dioxins in exhaust emissions
*The levels reported are the yearly average for each facility in FY2009.
*Standard for new facilities: Applies to the Shibuya, Chuo, Utabashi, Tamagawa, Adachi, Shinagawa, Katsushika and Setagaya processing plants and the Chubo Ash-Melting Plant, all of which went on line after December 2, 1997.
*The standards do not apply when treatment is carried out as per the Act on Special Measures against Dioxins.
